Bocas Del Toro - I did my open water in Bocas and would recommend it. Instead of learning in the pool, we practiced our skills in shallow, warm water with a sandy bottom. Lots of easy diving, no current, abundant sea life, short boat rides, small groups since it's not a popular spot.
